The general meaning behind the symbol of the serpent eating its own tail is the never ending cycle of life. The end is the beginning, if you go all the way east, you are west, all the way west, you are east. Destruction begets life. Personally I also see it as a reminder of when something is so awful, it self destructs...like the serpent is so hungry it consumes itself. So maybe its just a blip in the repeating cycle of mankind. When something gets really awful, it self destructs and goodness returns to start anew.
